One solution could be to relocate chronic repeat offenders to remote locations across Australia, where they can receive the support they need to rehabilitate, complete their education, or learn a trade. This way, they can return to society as productive members.
Remember: Adult Crime = Adult Time. If you commit a serious offence like rape, grievous bodily harm or murder, you must face the consequences. Let's ensure that those who harm others face the appropriate punishment for their actions.
